spamassassin 3.06 and fc4

Everyone,

I have a FC4 mail server using spamassassin 3.06, and have noticed that
in the last month the spam artists are getting through the spam filter
in a much higher frequency.  I also have a different mail server that is
running FC5 and spamassassin 3.1.3.  Both machines perform daily yum
updates.  

It appears to me that SA 3.1.3 on FC5 is functioning quite well but SA
3.0.6 on FC4 is not.  Do any of you know why the FC4 repositories have
not included sa 3.1.3?  Is there a problem in FC4 with a yumless manual
upgrade to 3.1.3 from cpan?
