Hrm, The Windows Preferences dialog at System -> Preferences -> Windows controls this at the bottom of the dialog pane: Movement Key. Choices are Control, Alt, and Super (or "Windows logo"). I changed this and promptly forgot I'd done so. It affects all uses of the control key while left-clicking, not just Evolution.
