Starting racoon

Hi every body,
I would like use IPsec between two machines (10.172.5.19 <http://10.172.5.19> and 10.172.52.78 <http://10.172.52.78>). So I have configured them(manually configuration). When I try to ping the second machine from the first I have this message:
"connect: No such process".
This does mean that racoon is not running on this machine. When I try to run it, it give me this answer:

Can you help me to resolve this problem?
