I'm just wondering if you're possibly thinking of the "KDE Components" item, which can be accessed via "KDE Menu button/Settings/KDE Components" or alternatively, through KDE's Control Center - there's a preferred email client selection in there, but it won't accomplish what the OP desired, which is to make 'mailto:'s in Firefox pop a kmail window.
