Yes, you are correct.
What I've done to work around this is
$ sudo mount -o remount,ro,uid=500,utf8 /dev/hdc /media/disk
I am curious as well to learn how the default options are selected,
(although, I guess I haven't been curious enough to track it down
myself :-)

Yes I'm aware I could do that but I can't have my users doing this. I
wonder why the default behavior has changed in FC5 and I really need to
discover how to change this bad behavior back to FC4's behavior...
