What I'm using is a webapp called "contagged" that manipulates an
LDAP-based directory. Being LDAP, it works with most email clients, and
being a webapp, most anyone can use it. It has a public address book
that anyone can access, and can also support private address books for
each user.
I'm eventually going to submit it for inclusion in Fedora Extras, but if
you want to give it a try, I have RPMs here:

It does require that you set up LDAP though, which is non-trivial if
you've never done it before.
