I had a BIOS prevent a machine from booting w/o a video card.
Something about 'halting on VGA errors' or something like that.

Just a guess.

Add the keyboard to the list. Check your BIOS to see if you can
disable the video and keyboard or continue to boot with errors, i.e.
disable "Halt on error".
