This doesn't work for me. I see the following:

(running in test mode).

Any other ideas?

I would not expect a clean shutdown just by exiting the shell.

Why not? In FC4, when I exited the rescue mode shell it appeared to
unmount everything, kill all procs, and reboot. I'd say that's a clean
shutdown.
