yum install yum-utils

man yumdownloader
for the source:
eg.
yumdownloader --source amarok
will download the amarok source rpm
You will need to enable the sources repos, which are disabled by default.
You will also need to know which package to download.
So, taking consolehelper for example:
$ which consolehelper
/usr/bin/consolehelper
$ rpm -qf /usr/bin/consolehelper
usermode-1.85-2.2
$ yumdownloader --source \
--enablerepo=core-source \
--enablerepo=updates-source \
usermode
core-source [1/2]
updates-source [2/2]
updates-source 100% |=========================| 951 B 00:00
primary.xml.gz 100% |=========================| 117 kB 00:00
updates-so: ################################################## 398/398
Added 3 new packages, deleted 5 old in 0.45 seconds
usermode-1.85-2.2.src.rpm 100% |=========================| 448 kB
I assume you know what to do with a src.rpm
