I have these installed now:

kdebase.i386                             6:3.5.3-0.4.fc5        installed
kdebase-devel.i386                       6:3.5.3-0.4.fc5        installed

And the "control center" is now located below the wine call in the kmenu listing. Or below "Utilities" if you don't have an instance of wine running skype as an added feature. I should remove it as it didn't work...
