You have a mistaken concept of how mail filters work.When a mail comes in, procmail (if it's invoked) will read .procmailrc and look for matched serach patterns for each rule it has. So, the important thing is which order you put the rules inside .procmailrc. The ones at the begining get procesed first, and the ones at the bottom later.
