ntpd doesn't start correctly

Hi all,

I'm experiencing a bad behavior of ntp server.

Normally I start my laptop without network, and after boot, I choose
which IP address to use because I'm often moving to customers network.

So the ntpd start in init.d skip the ntpdate command.

Now I'm in this situation:
ntpdate -q 0.it.pool.ntp.org
server 212.97.63.99, stratum 2, offset -70.875654, delay 0.09512

But if I stop ntpd and restart it the output is:

without the Synchronizing with time server

My ntp.conf is:

restrict 1.pool.ntp.org mask 255.255.255.255 nomodify notrap noquery
restrict 2.pool.ntp.org mask 255.255.255.255 nomodify notrap noquery
restrict 0.it.pool.ntp.org mask 255.255.255.255 nomodify notrap noquery
restrict 1.europe.pool.ntp.org mask 255.255.255.255 nomodify notrap noquery

and in the messages I found this:

I can't figure out how can I solve the problem.
Can anyone help me?
