this file already exist and have this ACL
# ll /var/log/wtmp
-rw-rw-r-- 1 root utmp 49K jun 18 13:09 /var/log/wtmp

And the # restorecon -v /var/log/wtmp
solve my problem, thanks!

Try:
# touch /var/log/wtmp
# restorecon -v /var/log/wtmp
