yes.
But be aware that this is not a trivial undertaking
read the existing kernel SPEC file first ad if you value your sanity
(and your operating system) *at all*, do NOT do this as the root user.
You should *never* buidl RPMs as root. You can break your system in very
fundamental ways with typos in your SPEC file.

do this as an ordinary user.
there are instructions on the fedora Wiki for this, IIRC
