Well, the FC2 vsftpd is older than the FC5 vsftpd and some of the
defaults are different.  Make sure the configuration REALLY matches
what you want.

SELinux could also be the culprit.  FC2 came with SELinux disabled,
FC5 puts it in enforcing mode by default.  Check /var/log/messages for
"ac:" lines.
