The Gnome Desktop System Administration Guide would be the first place
to look:

That covers doing a lot of things using the command line gconftool-2.
You can also open gconf-editor as root and then from the file menu
select either new defaults or new mandatory window.

Another option is sabayon.  Install sabayon and sabayon-admin and then
use System -> Administration -> User Profile Editor (possibly under a
"More ..." menu).  You can use it to create default profiles and
select which users the settings will apply to.

I haven't used either to disable user menu editing, so I don't know
what specific gconf keys may be the relevant ones.
