Usually that kind of speed problem comes from a full/half duplex mismatch on a switch port somewhere between the systems. If one side is forced to full and the other is left at auto, the one on auto will see the failure to negotiate and fall back to half. This will drop packets randomly which the TCP layer has to fix with retries. Old equipment often had to be set manually - and you'll still find advice recommending that.
