What is ulimit?

Okay, I've got an interesting question, that all my googling hasn't
really helped with.  I have a client who is using one of our SGI servers
and is getting a 'too many files open' error from the java app he is
running.  I've looked at two different things /proc/sys/fs/file-max
(which is 32768) and ulimit which is 1024.  My question is, what ulimit
actually limit?  Based on what I've read it seems to only limit BASH
related commands (i.e. BASH shell items, scripts, etc.) and not
processes/apps run from a bash shell.  Am I right?  Can some one hold my
hand and tell me what this does?
