And the menus still pop under the flash.

Frankly, I wouldn't expect the UA to cause any changes....  It would
mean that the serving site is sending different code for each UA
encountered....not something I would expect.

If you set your UA to "default" does the site display incorrectly?

FWIW, Firefox on XP displays this site correctly.
