Try Agora Classifieds at Arstechnica (it's in the forum).

A couple years ago I got a used 1.6 GHz duron based machine there for
about $75.00 + shipping - it's been running just dandy as my 24/7 lan
server (imap, dns, mysql, web, etc.)

$500 is quite a bit if you are willing to go used.
If you are planning to put the web server at a co-location facility -
you may save some co-location money be getting something in a 1U size.
But if you are going to run it from your home, you aren't as limited.
