Under light loads it automatically scales down your cpu clock to preserve energy and make sure the noisy fan doesn't kick in. In /sys/devices/system/cpu/cpu0/cpufreq you will find some files about the cpu frequency. cpuinfo_max_freq should be the 1.66 Ghz. You can change the governer in scaling_governor (just echo performance > scaling_governor) so change the content. You can also play with the cpuspeed daemon (/etc/cpuspeed.conf) to change the settings.
