That is because...

XMODIFIERS=@IM=SCIM  !=  XMODIFIERS=@im=SCIM

I should have noticed that mistake on your part sooner.

Nope, it because you stopped exporting incorrect environment variables.
 The system now does things correctly and needs no user intervention.
