I am running F30.

Trying to install octave I get:
# dnf install octave
...
Error:
 Problem: conflicting requests
  - nothing provides libreadline.so.7()(64bit) needed by
octave-6:4.4.1-1.module_2492+fd098c93.x86_64
  - nothing provides libqscintilla2_qt5.so.13()(64bit) needed by
octave-6:4.4.1-1.module_2492+fd098c93.x86_64
(try to add '--skip-broken' to skip uninstallable packages)

Even after installing group_scitech-octave5.1 :-(
