There are lots of ways that a user could end up with these packages, even after
the transition that excludes them from the *mandated* list of packages.  I
agree that we could have explained it better, or at least linked to the Change
pages.  

Talking about 'default' is a risky thing with Fedora installations, especially
in the fedora.next world.  We'll be more careful about that going forward.
