Description of problem:
The header levels for some of the development tools are too deep.  For example,
8.2.1.1.2 GCC Compiler Collection is under Eclipse, should be at the same level
as eclipse so 8.2.1.2.  Improved Haskell Support, Objective Caml, NetBeans,
AMQP, Python NSS bindings should all be at the same header level as Eclipse.
