I think we got it all to work now. I had to explicitly allow the sender and make sure that relnotes@xxxxxx and fedorawiki-noreply@xxxxxxxxxxxxxxxxx were allowed as recipient addresses. My experience shows that the Wiki only sends the one message to me about the Docs/Beats changes, which is good since I am watching all of Docs.* I'm going to go turn off my watch of relnotes@xxxxxxxxxxxxxxxxx from bugzilla.redhat.com.
