#1541334: PHP Utility class for timing - php-phpunit-php-timer2
#1539554: php-phpunit-php-invoker2 - Invoke callables with a timeout

Can be installed beside PHPUnit 5 and PHPUnit 6

I plan this for Fedora 28 only

This will probably require lot of changes in the dependency stack to
switch to "range version dependency" for everything and avoid DNF bad
choice.
