Upstream for php-xmlseclibs [1] is making some changes to the library to bring it into the PSR-era -- see [2] for the discussion on the *start* of this work. I have COPR-packaged the pre-release of 1.4.0 [3] for testing if anyone is interested. Note that 1.4 should be backwards compatible while 2.x will not be. When 2.x is released, I will be packaging it with the new naming convention of php-robrichards-xmlseclibs (new review request of course) and keep php-xmlseclibs at version 1.x.
