UBUNTU, being produced in Africa, is a distribution using the supposedly illegal respins. UBUNTU asks if you wish to break the law of your country by installing those codecs for you, and does so, assuming you reply yes to the question. Precedence has been set. Go for it Fedora.

What works for a distribution outside of U.S isn't the same as what works for Fedora. If you want to do such respins, you are free to do so but those respins would have to be rebranded.
