The builders had awk disappear from the default buildroots this week and
that has caused some issues. On the wiki we had two lists, one was the
"Exceptions" list:

The other was the FullExceptionsList:

The Exceptions list was explicit and the FullExceptionList was
implicit. Unfortunately the implicit list is a moving target and as a
result, caused the mistaken assumption that awk (and other binaries)
would be there always. The minimal list does still exist on the
Guidelines page. If you'd like something to be added or removed please
send that request through FESCo as it could alter the way the binaries
are made and ultimately decisions on a policy like that is up to them.
The FullExceptionsList has been removed as it was misleading.
