I don't disagree with the idea of changing all the active branches when
all the active branches belong to the same person.  But when the active
branches belong to different people I don't think you can assume that
the intention is to set the owner on all branches.

Don't ask don't tell WRT EOL branches could make sense and just error
out on differences in active branches.
