Yes, there's a reason. The broken upgrade path reports are sorted by
recipient. A _single_ report per recipient.

(That "bar@" is the co-owner [or observer] of one of "foo@"'s packages
does not imply he should receive a summary of all of foo's broken upgrade
paths.)
