If they say GPL>=2 all if fine, they get progated to GPL3 as a whole. The trouble is if they say GPL==2. IOW GPL==2 and GPL3 are incompatible. But the default license wording was GPL>=2, so most GPL2 software is really GPL>=2. But one needs to check nonetheless. Maybe the folks (tibbs? spot?) that wanted to purify the license tag should differentiate between GPL==2 and GPL>=2 in the rpm tag somehow.
