IIRC it was possible with TAG_OPTS= -R or sth like that. Take a look
at cvsadminprocedure wiki page.

cvs tag --help

For the ordinary case of moving a tag on an incomplete set of files,
it is TAG_OPTS=-F, but you cannot move tags between branches anyway,
so better bump release and don't worry anymore. This is "devel".


Or just do the following for the real F-7 package:

Release: X%{?dist}.1

That will give it a different tag and a lower EVR then F-8/devel
