Request for Comments before we do this.

Purpose
=======
This list is intended to be an INFREQUENTLY used announce-only list. Whenever there is something important that developers should know about, those subscribed to this list should be able to easily follow changes within the development project.

Posts are moderated by <multiple people in FESCO>.

Acceptable Types of Announcements
=================================
- Policy or process changes that affect developers.
- Infrastructure changes that affect developers.
- Tools changes that affect developers.
- Schedule changes
- Freeze reminders

Unacceptable Types of Announcements
===================================
- Periodic automated reports (violates the INFREQUENT rule)
- Discussion
- Anything else not mentioned above

Setup Details
=============
- fedora-devel-announce seems like a better name than fedora-maintainers-announce.
- fedora-devel-announce posts to fedora-devel-list.
- Reply-To: fedora-devel-list

Subscription
============
- Auto-subscribe by default upon NEW sponsorships to cvsextras.
- Anybody else may subscribe manually.
- Anybody may remove themselves, nobody is required to be subscribed.
