It would even bad in other situations as well; say foo-1.2.3-5.fc6
introduced a configfile change that foo-1.2.3-4.fc7 does not understand.
So you might end with a unworkable foo if foo gets "downgraded" to
foo-1.2.3-4.fc7 while "upgrading" from FC6 to F-7
