Well, in practice, nobody will use a CD/DVD only Fedora distro.

Agreed, upgrading an online-updated FC6 to "FC7-DVD-only" won't work,
but I don't see why upgrading an "online-updated FC6" to "an
online-updated FC7" can't be assured.
