The breaker here is not the hypothetical pre-freeze rebuild but packagers that do not distinguish between releases and push new stuff everywhere indiscriminately (instead of reserving major upgrades for fedora-devel, and letting users enjoy the painfully-stabilised release) -- Nicolas Mailhot
