To be fair, you don't have to join fedora-packaging to submit a draft
for consideration by the Fedora Packaging Committee.

The steps for that are documented here:

Strictly speaking, anything that shows up on DraftsTodo will get on our
agenda. We consider Drafts, vote on them, and approved drafts go to
FESCo for ratification. When FESCo signs off on them, then we add them
to the Packaging/ hierarchy. Last but not least, we announce the
committed changes to fedora-maintainers and fedora-devel.

We, of course, greatly encourage participation on our low-traffic
mailing list.
