The current plugins have gnome deps, but they don't _need_ to.  You can
write a plugin with KDE-based GUI bits or plain X gui bits.

NM should own the /etc/NetworkManager/VPN directory.

/usr/share/gnome-vpn-properties is less clear; but probably
NetworkManager-gnome (or wherever the applet is) should own that
directory.
