Yes.

Here are the conflicts I find in Extras devel compared with Core devel.
They are filed (see FE7Target tracker). Comments inline as there is one
false positive.

This is not true, as php-pear-PHPUnit obsoletes php-pear(PHPUnit2) < 3.0.0,
