Per the Fedora 7 release schedule[1], with the release of test3, we have entered into the feature freeze. The purpose of the feature freeze is to help ensure that changes have adequate time to be tested as well as to provide some focus on bug-fixing for the release. This means that no new features or major version bumps are allowed for packages in the Fedora collection without the approval of the release team. New packages can continue to be reviewed, approved, committed and built.
