In general this is the best solution. A 'vendor' config file 
below /usr/share and a sysadmin/local user config file somewhere
below /etc/. An even better solution is to have a config file 
in /etc/ pointing at additional config files, such that it
is also possible for the administrator to point to exotic
location, for example a location wide config file below /usr/local.
