This rpm version does not know the '%bcond_with*' macros. Hence

| %bcond_without        fedora

and the related logic will fail. I am not sure whether the
%FE_USERADD_REQ macro works; line breaks with '\' in .spec files are
definitively not supported, but it might work in the shipped
/etc/rpm/macros.fedora-usermgmt.
