Running Extras repoclosure on released packages _and_ unreleased packages in the needsign queue may lead to confusing results: In the report, it doesn't become obvious that it is an _unreleased_ package in the needsign queue that would break dependencies _if_ it were released. Instead, the report reads as if something in the public repository is broken already. On the contrary, if something _in_ the needsign queue contains broken deps, the repository names in the report start with "fedora-extras-needsign-".
