My 2 cent: "Queue and ACK" the owner for new and freshly imported
packages as well as orphaned packages, but "at will" for existing
packages. The latter *maybe* "at will" only for the primary maintainer,
so only he can add co-maintainers or hand over maintainership to
somebody else.
