Encoding of text-files / documentation

Hiyas,

currently the Package Guidelines only mentions the encoding of the spec 
and .desktop files. Iirc I saw in some reviews that the encoding of 
documentation (/usr/doc/*) should be UTF-8, too. When it is not, the non 
ascii characters are not displayed correctly in less. This is why I want to 
propose to add to the guidlines that UTF-8 should be used unless it breaks a 
program.
