How does importing a new package work now? Does one need to ask for addition 
to owners.list now, first? Oder does importing still work for everyone? And 
does the maintainer of a new package need to wait till he is added to 
owners.list before he can change anything in his new package tree or will the 
import script add one automatically to owners.list for the new package?
