Yes, most packages link through the compiler and do not explicitly invoke the linker. Therefore, in most cases, linking also receives CFLAGS, which makes tweaking LDFLAGS unnecessary. In exotic cases (e.g. build-scripts), it can be necessary to also tweak LDFLAGS.
