Packages BuildRequiring libpcap, but not in the list above:

nmap
ppp

ppp for FC-6 and devel still have:

BuildPrereq: libpcap

rather than:

BuildRequires: libpcap-devel

and hence are not getting built against libpcap.

The nmap package has the same problem.
